However, you're not typically going to see people running that card. Only other one I can name is Mind Crush. Sure, it's extensive in not letting you declare any of these traits, but at the same time limiting to just being declaring. Anything else in particular you had in mind when creating this card? Mind Crush gets screwed over, but remind me how often people are running THAT nowadays. DNA Surgery/Transplant can't function (and the other ones I can't remember names of), Gagagas can't change their Levels (well, Magician anyway; same goes for stuff like Speedroid Red-Eye Dice), Shock Ruler (yes, it's banned) is neutered hard because of its gimmick. Remember Reasoning in Kozmos/Infernoids (which I haven't touched much, especially the latter); no more mills off that. Perhaps Level manipulating cards?Primarily it was made out of the purpose of flavor. It probably would rarely to never get used in existence because of how uncommon declaration is in effects. Not to mention a lot of cards that do have declaration in their effect tend to be impractical. But, to answer your question partially it kind of blocks off Gagaga because Gagaga Magician needs a Level to be declared (though they have alternative Level control). Another Level declaring card I can think of is Unification http://yugioh.wikia.com/wiki/Unification , though, this cards usage is largely undiscovered, I've only seen it used once in my time playing the game. There is also the currently-banned Shock Master. To be fair, Lullaby of Obedience actually saw some play at some point in OCG due to Zoodiacs being everywhere, but looks like its usage faded out already. Besides, if the March OCG list happens to be true, it will fall into obscurity again. Anyway, the floodgate can lock strong cards here and there, but still remains situational. IMO you should give it a boost somehow. I'm thinking in two alternatives:1. Give it a flavorful +1 effect of some kind so it becomes more of a consistency/speed card that doubles as a situational floodgate. A card search should be a simple way to do this, but you could also be creative with a "do X: draw 1 card" effect.2. Attach the effect on an extra Deck monster. That way it's more accessible by residing in the Extra Deck, gets a body, and you can also afford to give the card an additional effect or two. For instance, I can already imagine a Xyz having both a "while this card has Xyz material [insert floodgate effect here]" and a "detach a material: do X" effects. Also, heh, I got stuck with the idea it was a Continuous Spell.
