1 Tuner + 2 or more non-Tuner monsters

This monster can attack a number of times per Battle Phase for each non-Tuner monster used as Synchro Material for this monster's Synchro Summon. If this monster inflicts Battle Damage, you can target 1 monster you control with 1000 or less original ATK, whose ATK is equal to its original ATK: That monster gains an additional attack during this Battle Phase only.

 

I got really bored vis-a-vis that name.

Once per turn, during your Standby Phase: You can target 1 Spellcaster-type monster in your graveyard: Special Summon it in Defense Position, but it cannot be used as a Synchro or Xyz Material. Face-up Defense Position Spellcaster-type monsters you control cannot be destroyed by battle.

 

(Basically Azure-Eyes for Dark Magician.)

During either player's turn: You can Tribute 1 other Machine-Type monster you control; this card gains ATK equal to that monster's ATK until the end of this turn.

Must be Synchro Summoned using the above Materials, and cannot be Summoned by other ways. The Levels of this monster's Synchro Materials are not required to equal 0. Target 1 of this monster's Synchro Materials in your Graveyard: This monster's Level becomes equal to the Level of the target. Monsters of equal or lower Level/Rank than this monster cannot be Summoned, or activate their effects on the field, in the Graveyard, or in either player's hand. This monster gains 100 ATK for each card in the Graveyard.

You can use each of these effects once per turn. (1) You can excavate the top 2 cards of your Deck; shuffle both cards into the Deck, then this card gains an additional attack this turn for every "Speedroid" monster excavated by this effect. (2) During either player's turn: You can negate the effects of all monsters your opponent currently controls, then this card gains ATK equal to the opponent's monster with the highest ATK on the field. (3) If this card is destroyed by an opponent's card: You can Special Summon 1 "Clear Wing" Synchro Monster from your Graveyard or face-up in your Extra Deck. 

 

(So yeah, Yugo would need to find a way to make some Level 3 Synchro Tuner in SRs [uh, think the only one we have is Tatsunoko])

3+: half of their combined attack.

This card gains 500 ATK and DEF for each Tuner Monster in the Graveyard. Up to twice per turn, during either player's turn: You can negate the activation of a card effect OR the Summon of a monster, and if you do, banish it.

 

(Wow, the name is unwieldy, but you get where this is going; a combination of Yusei and Jack's final aces. Now where are we getting a Deck that can feasibly make this; maybe Double Accel Synchron and something else...)

Must be Synchro Summoned using the above Materials, and cannot be Summoned by other ways. This monster can attack a number of times per Battle Phase equal to the number of Synchro monsters used as Material for its Synchro Summon. If a monster effect activates, you can negate the activation, and if you do, destroy it and increase this monster's ATK by the ATK of the destroyed monster until the End Phase. If a monster you control is targeted by a card effect, you can negate that effect, destroy that card, and if that card was a monster, this monster gains ATK equal to the destroyed monster's ATK until the End Phase. If this monster battles a Level 5 or higher monster, this monster gains ATK equal to the opposing monster's ATK or DEF, whichever is higher, until the end of the turn, also the opposing monster's effects cannot activate until the end of the Damage Step. You can only activate each effect of "Clear Emperor Dragon" once per turn.

Once per turn, you can Tribute one Token you control: Special Summon one Level 4 or below Machine-type monster from your graveyard.

(For MPB Extra Deck, some airplane + mythological animal for naming convention; effect is something to support either Tokens or MPB as a whole.)

 

OOC: Above card is fine, I guess, though it still falls in the area of stuff MPB normally can't summon purely (hybrids can do it). That being said, MPB Tokens are always Level 3 (not 1).

During your Standby Phase, you can pay half your LP: Banish all cards in both Graveyards, except DARK monsters.

Pendulum Effect - If the card in your other Pendulum Zone is a Pendulum Synchro monster, you can Pendulum Summon Pendulum and Synchro monsters from your Graveyard. If a Pendulum monster you control attacks, you can negate that attack, and if you do, all monsters you control of a greater Level than the monster whose attack was negated gain ATK equal to that monster's ATK, until the End Phase (you can only activate this effect of "Odd-Eyes Performapal Dragon Magician" twice per turn).

Monster Effect -

1 "Magician" Pendulum Tuner + 1 or more non-Tuner Pendulum monsters

Must first be Synchro Summoned. If there is a Synchro or Tuner Pendulum monster in your Pendulum Zone, you can Pendulum Summon this face-up monster in your Extra Deck in a Main Monster Zone regardless of your Linked Zones or Pendulum Scales. When this monster is Synchro Summoned, you can add a number of Spell Cards in your Graveyard to your hand up to the number of Synchro Materials used for this monster's Summon. If this monster battles your opponent's monster, double this monster's ATK unless the opposing monster's Level is greater than or equal to this monster's Level. If this monster would be sent from a Monster Zone to your Extra Deck, you can move this card to an unoccupied Pendulum Zone instead.

(2) You can target 1 Pendulum Monster you control or reveal 1 Pendulum Monster from your hand; this card gains that monster's effect until the end of this turn. (3) If this card in the Monster Zone is destroyed: You can place it in your Pendulum Zone.
 
(I might have to word the 3rd effect differently in light of Link Monsters, but yeah, this was designed to at least let you play in Link format.)
 
Also because Magician Pendulums are Level 4.
