You can only control 1 "Cloudian - Blissful 9". This card cannot be destroyed by battle. If this card is in face-up Defense Position: Destroy it. Once per turn: You can Normal Summon 1 "Cloudian" monster from your hand, as an additional Normal Summon. When a monster(s) is Summoned: Place 1 Fog Counter on each monster that is Summoned. While there are a combination of 9 or more Fog Counters on the field, "Cloudian" monsters you control are unaffected by your opponent's card effects, also, you take no battle damage from attacks involving your "Cloudian" monsters.

Things Cloudians needed: way to get more Normal Summons on board, and distribute more Fog Counters at a faster pace. This does both of them, plus gives them a respectable beater outside Nimbusman and Typhoon, and protection from common removal. 

 

So in a way, I think this technically grouped everything together into one card (probably might help lessen your dependence on Sanctuary in the Sky now or something).

I see someone has watched RANK10YGO's Archetype Archive video on Cloudians. If you haven't, go see it.

But I agree with Sakura that you pretty much nailed the gist of what Cloudians need. This is basically the 9V, nay, the TELOS, of Cloudians. Not only is it a nice, powerful 1900 ATK monster that can't be destroyed by battle, but it gives more Normal Summons in a Normal Summon-focused archetype, it distributes Fog Counters faster in a deck that doesn't churn the things out very consistently, and it provides a buff once your pool is nice and big.

Furthermore, the effect isn't a hard OPT or has the clause that you can only have an extra Normal Summon once per turn, so you could get lucky, have 3 of these in your opening hand, and just swarm the field full of Blissful 9s. Even 2 is enough to get the party going, and that's not even going into the fact that these are Level 4 WATER monsters, meaning Bahamut and, by extension, Treatoad (though you might have to run a Link Monster for that).

Excellent card, bordering on being juuust too good, but not quite reaching the threshold of being broken.

First off, it's got nice ATK, so keeping this in Attack Position isn't going to hurt you as much as the other Cloudians. The second effect is really helpful for an archetype that is rather slow by today's standards. Sure, if you've got two or three copies of Blissful 9 that means 3 additional Normal Summons. But given this archetype, I'd say it's perfectly fine. And the last effect, while difficult to achieve, is worth the 9 Fog Counters. It's more what Cloudian could have used, as opposed to what they actually got.

I too noticed the lack of hard OPT on the Extra Normal Summon, but drawing multiples of these and swarming a bit shouldn't be an issue.

Surprisingly, I find this card good; usually I'm not a fan when a card has too many effects to compensate a lack of good support, and standard Cloudian effects aside, this technically has 4 effects, which is 1 higher than my personal threshold 3, but 2 of those effects are bound to 9+ Fog Counters on the field, which of course is situational, and also would discourage you from using your Cloudian effects that require Fog Counters if you want to keep the protection, so it shouldn't be a problem.

So yeah, solid support there. IMO Cloudians would still be missing toys like a searcher and some more revival/swarming power, but this sure would be helpful.
