A bit of change just to make it easier to understand: 

"Once per turn, you can special summon a level 5 or lower monster from your hand, deck or GY. You can only activate the effect of "Reaper of Souls" once per turn." 

I saw you did not specify where the monster was being summoned. So I added that portion into its effect. I also omitted the "Once on the field" because I assumed you meant after you have summoned it to the field. But it's actually a pretty solid card. Easy setup for Xyz summoning and Link Summoning.

Huh, when I read it, I thought that the "once on the field" was meant to be a reference to a continuous effect so I thought it translated to something like:

"You can Normal Summon/Set Level 5 or lower monsters."

Just a simple effect that changes the game state itself.  However, you could be right yami since it does have a hard once per turn clause on it.  Hmm... I guess Akuza will just have to clarify it themselves!
