It's a two way tie between Grass and Rock. Rock is likely the worse of the 2 since most of it's weaknesses are common. Side from that Ice also has a lot of weaknesses. Ice is good offensively because it covers Grass, Ground, Flying, and Dragon types, all of which are fairly common types. Ice moves are also usually powerful. However, an Ice-type Pokemon is easy to beat simply because it has a weakness to Rock, Fighting, Fire, and Steel, three of which are very common attack types, and the only type that ice resists is Ice. In any case, I agree with Judgment Dragon - though Ice is the single worst type, since the other two at least have a few resistances to attempt to make up for all the weaknesses. Bugs are typically sub-par where stats are concerned, true, but their usefulness is usually intended elsewhere. Ninjask is a prominent example of this, as he is extremely fast and is meant to be a baton passer. Bugs have a weakness to Fire, Flying, and Rock, and resist Fighting, Ground, and Grass. That's not too bad. However, most Bugs are also flying-type, which makes them susceptible to Electricity and Ice as well as increasing their rock weakness, but makes them completely immune to Ground and further boosts their fighting resistance (two very common attack types). Steel alone isn't that great a type, it's just that most of the commonly used steel types are also have a good second type or ability that covers their key weakness (mainly Earthquake). All it means is that it's harder to beat than other types. The reality is that no Pokemon type is really HARD to defeat, seeing as how they all have their share of weaknesses.
