Remembering this card is anti-swarm (it bounces 2), Anti Glads, Anti Synchro, along with being able to get around Stardust's effect.

Guest PikaPerson01
I wasn't aware Compulsory bounced 2... Okay, I'll admit I'm being facetious here, but you would need 2 Compulsories to do the same job this one card does.

Okay' date=' I'll admit I'm being facetious here, but you would need 2 Compulsories to do the same job this one card does.[/quote'] Compulsory doesn't bounce two, but it's faster, far more splashable than this, and as I said earlier, doesn't waste your Normal Summon. I'm not implying Penguin Soldier's a bad card, but Compulsory seems like the better option.
Guest PikaPerson01
Eh, I disagree with the sentiment but I'm not in the mood to turn this topic into a "no u" contest. Though I don't think we've discussed Compulsory Evacuation in a while.
Toffee.
Compulsory might be faster, but its not as effective. So technicly, they are the same
Aximil
In one of my fun stall decks, I would keep returning one of their monsters and this monster every other turn. I wish it was faster though. Maybe more like Brionac, Dragon of the Ice Barrier.

Curium
Plus in wetlands it can become quite powerful(1200+750=1950atk) though not a frog -_-" Once per turn' date=' you can flip this card into face-down Defense Position. When this card is flipped face-up, you can return monsters your opponent controls to their owners' hand up to the number of face-up "Frog" monsters you control, except "Frog the Jam".[/quote'] Anyone think that this might be better than Penguin Soldier even in a non-frog deck due to its reuseability?Though Penguin Soldier can bounce itself so produce this same effect, Flip Flop Frog(FFF, lol) does not waste your Normal Summon every turn. FFF doesn't require being flip summoned to activate its effect as well, unlike its rock counterpart!

Toffee.
Flip Flop requires another 'Frog' on the field for it to be able to return 2 monsters. Penguin Soldier can return 2 apon bieng flipped.
Curium
Flip Flop requires another 'Frog' on the field for it to be able to return 2 monsters. Penguin Soldier can return 2 apon bieng flipped. In a desperate situation, PS will do a better job by bouncing off two monsters at a time, therefore stopping your opponent's aggression. When you're keeping control of the game, you can flip PS to return an opponent's monster and PS itself to set it again in Main Phase 2. On the other hand, you can flip FFF,summon another monster , bounce your opponent's monster, poke for 500 damage, then set again.Hence I said FFF has better reuseability. Under a stall card, would FFF be better than PS? Are other frogs splashable enough to make FFF's effect more effective? (Dupe Frog is a 2000DEF wall that prevents all your other monsters from attacked, including non-frogs and searchs FFF. Two Dupe Frogs make a attack lock as well.)
