Level 7 with 1 Tribute means he's one of the few cards we have access to that can actually use Overwhelm efficiently. His effect itself shuts down all tributing which while not effect at stopping every deck does stop a few strategies (Remember, it's not just tributing for summons. It includes monsters like Infernity Mirage and Substitoad that tribute in effect). Then in the OCG we have Blizzard Princess who is a 2800 1 tribute Cold Wave on legs Spellcaster. Fog King and Blizzard Princess could have some sort of Weather Stun Spellcaster Deck if you add Oppression and a few more things.
