The comma makes a "pause" in the effect when reading it, as if separating each part into understandable chunks without being blatant about it. "When this card is Synchro Summoned (pause), target 1 face-up Synchro Monster your opponent controls (pause), banish that target" I just think that "and" should have been put before "banish" or maybe "and then", but it's not a horrible wording. There's zero confusion about what the card does. When it's Synchro Summoned, you choose an opposing Synchro monster and remove it from play. The card targets.
