Normal Summoning this and SS Bora (like Striker suggested) is a actually a very likely situation. The card is also Black Whirlwindable by nearly all BWs. Kochi's effect is not an effect, so it can't be negated, regardless of anything. Why couldn't they just put a benefit if you can manage to Synchro with it? Like drawing a card.
