The most effective way to prevent cyberbullying is to educate kids that this is the f***ing internet and it's really easy to block someone. /rant 2. Other than it's ridiculously vague terms, I'm not all that surprised. There have already been cases of people getting in trouble with the law for posting hate speech and the like on twitter and facebook. It wont' get passed and if it does, it won't work.
