We lack some more stuff and changes like "the Shining" are not noticeable at all IMO. Otherwise, Konami DOES tend to overkill a Deck once it decides to take it down. Some casualer Decks need a way to generate more cards on the hand/field so they have options open at all times. Currently, there's so much negation and 1-4-1 removal that those Decks can be forced to play with few cards, giving few options and basically putting you on autopilot with no stratergy. Having more cards available is good for the game as long as it doesn't push OTKs, and I don't think Sinister is going to be a major OTK problem. Just because it doesn't aid an OTK does not change the fact that a free +1 every turn isn't good design. Hell, Treeborn Frog is terrible design. Having and option that aids a deck far more than the others for no reason (Atlanteans) is terrible for the game, as is a card that makes discard costs nonexistent. And this doesn't even kill most of the meta decks.
