This eliminates problem cards in the Graveyard from coming back. CyDra is a 2100 atk easily summonable beatstick that takes care of the problem at hand and gives you a larger monster than CyDra (sometimes)

Honestly, I still think there should be more discussion between this and CyDra. This takes up less space and removes problems like Machina Fortress and the continuously reusable Geargias. Seems like a worthy argument.

EDIT: Just realized. Best side card against Machine decks in DDT.

Horrible design.
Konami shouldn't do cards that plainly kill a deck-type.
It's a stupid counter, to cards that were stupid at some point. Otherwise it will not usually serve any purpose besides being side decked against Machines on the formats where Machines are relevant...
Though, Fortress Dragon can be arguably worse design by giving you something with ATK for that turn's OTK.




Now forgetting about the "design" part of it.
What would the best time to use this be? Early game seems a bit pointless, though I don't know if the game still has such a thing as "late game" anymore.

Well, that's a chain reaction that starts with that Attribute/Type having problematic things to begin with, but let's not go over unfixable stuff. I get your point.
