ATK is too low is the main problem.

He was bad when he was printed and he's bad now.

Seriously, you can compare almost any level 5/6 to the Monarchs, and the Monarchs almost always win.

the low ATK does hinder him quite a bit, but this guy paired with the seal is a very nice beater which cant trigger attack-responsive cards and prevents many commonly destroyed monsters effects.

Also love summoning with 0 tributes thanks to gear town.

Of course Monarchs > This guy. But I honestly like the way they designed him, all except for the no Special Summon clause. They should've eliminated that.

Yeah, the Special Summon clause kept it from being abused by Gear Town, which is pretty much the only time you would ever want to play it.

Rather than too low ATK, I am more positive, so I say too high of a Level. =D

I sort of wanted it to be more like Mirage Dragon when it came out back in the day.

The Ancient Gear clause and the other eff are cool I guess, but meh, too low ATK to be of any use.
