As a villain, he's sort of lame, if "honorable" about his friends/possessions. The second Greed in Brotherhood is cooler, but he's an anti-hero.

The Joker is a wonderful enough villain on his own, but I feel Mark Hamill captured him the best.

Never watched one piece, but from that pic alone I give him a 7/10, purely because he's got bullet holes in him and doesn't seem to give a f*ck.

A pretty classic villain, and while he's not the worst/strongest villain of the Tolkein stuff, he's the best known.
