If you control a "Utopia" monster: Destroy your opponent's monster with the lowest ATK, and if you do, inflict damage to your opponent equal to its ATK. (If it's a tie, you get to choose.)

Considering its idiotically easy it is to control a 'Utopia' monster...
Hell, you could even destroy their weaker monster in the Battle Phase, then Buster whatever strong monster they had left.
Regardless, this seems hilarious.
Discuss.

This doesn't target though, which makes it slightly better in my opnion.

Under that logic, fissure is better than soul taker. It's not. Besides, compulse can do this card's job better because
a. It's never ever inconsistent.
b. You can choose what to bounce.

Utopia is idiotically easy to play(I mentioned this in the OP), so this card would hardly ever be a dead draw.
In order for this card to be any useful, I'd HAVE to make Utopia. This limits my options and prevents me from making better a xyz for the situation. Furthermore, if you have an empty field, this card is probably the worst topdeck since MST. Again, I'd rather run soul taker because it doesn't restrict my plays, I can choose what dies, and it is NEVER inconsistent. This card can be inconsistent by definition.

Only use it in a Zexal Weapon Deck.

Why? Because all the Zexal Weapons require either Number C39 or Utopia, including Lion Arms. That means the very basis of your Deck relies on bringing out and reusing the Utopia Xyz already, so the burn is cool.

The burn actually IS really good, considering it can be used even if your opponent only has 1 monster, and the only restriction is controlling a Utopia monster, without restrictions on whether you can attack or not.

Other than that, the necessity to use Utopia makes it inconsistent, even in Rank 4 spam decks.

meaning that stuff as power as God Cards can be taken down by a Rocket Launcer. XD

OT: Seems fairly decent for Utopia decks where it allows for the extra offensive push with both destruction and damage only downside to it, is that if your opponent see's into your Utopia deck with this, they could just bring out scape goat (not the actual card) like monsters just so they can prevent you from taking out your main threat if possible due to the lowest ATK clause.
