First of all, taking into account the Power Creep, being able to Normal Summon a 500 ATK monster just to mill something isn't going to be worth it most of the time. It eats up your Normal Summon and leaves itself susceptible to attack. It'd be much more practical to go Lavalval Chain and mill anything you want, or use something like Armageddon Knight/Dust Knight depending on the build, since those two Attributes are the most Graveyard-centric. Is that effect balanced? No. Am I advocating for its printing? No. But I don't think it would see too much play if it was just "When this card is Normal Summoned: Send 1 monster from your Deck to the Graveyard." and had 1,000 ATK.
