It's funny... Heres it's Manga counterpart:

Lets take a vanilla, and make a walking Oppression with a 2800 body, and include a self-Summoning effect.
11/10 design choice, Konami.

Pretty much, it went from a vanilla to a high sought after effect monster. Funnily enough Doomcal had the same treatment.

Let's make a giant Special Summon negator in a game where most decks depend on Special Summoning, and give it 2800 ATK since most decks cannot reach that amount of ATK easily.

Let's also give it a self-Special Summoning clause that doesn't involve any cost from your part.

In fact, let's even do the opposite of a cost!

We'll have him grab a dead Fairy-Type when Summoned. After all, there's nothing harmful in that, it's not like getting that Honest, Hyperion, or second Krystia are gonna do anything now or later on in the duel.

Yes IT IS BRILLIANT!

It's not like Special Summon locks do anything. Jowen wasn't a threat back then when Last Turn, and is not that great with Spellbooks. Fossil Dyna obviously has a design that makes it too weak. It's not like Royal Oppression was ever that relevant until Blackwings abused it..... right?

It's not going to be hit.

It's frankly the only hope Agents have to beating any of the decks this format outside of OTKing.

That's the other deck's fault for being degenerate. ban please, It doesn't even fucking have a summoning condition so you can just trib 2 and essentially win. unlike jowgen or pachycephalo this isn't a complete duck on the field and can run over practicially any decent monster, sans like obelisk(and how are you even summoning obelisk when your ronins/treeborns are locked down). I'm not sure what to think of the last effect. On one hand, it's a negative, as it will always make your next draw kristya, softlocking you from new resources for the turn. On the other hand, it's an enormous middle finger to the opponent if they manage to remove this and the fact it plays into it's own "summoning condition" by making it so you have 3 fairies in gy after summoning though the summoning "condition" makes it really discouraging when they can just drop the damn thing again. The fact it does all 3 of these things at once, is a LIGHT, can be special summoned for free through a searchable card, whilst not particually relevant, gets you resources back at times and is basicially psuedo-oppression on legs? Yeah, ban please.

No. They're not going to hit it. Probably ever, at this point.
