You cannot Special Summon monsters from the Main Deck or Extra Deck, nor conduct your Battle Phase, the turn you activate this card. I guess its nerf is not as bad as it could have been, and at the very least, it's still searchable by Hysteric Sign, and it's not OPT if that matters. Of course, having no Battle Phase and not being able to Special Summon from the Main Deck does hurt this card (since Harpies typically Special Summon from the Deck or Graveyard), but maybe you can combo this with Hysteric Party, and this being searchable by Hysteric Sign does help with that a bit. EDIT: Now that it's confirmed to cut off the Extra Deck as well, it's even worse than before (it was bad enough without that additional restriction). With Shock Master gone now too, there isn't much you can do with the Harpies sitting on the field except make Maestroke or something else to survive the turn. I only remember it being used with 3 or more Harpies on the Field, but it could destroy the same number of monsters, and inflict damage. The amount of damage is understandably nerfed because it could do upwards of 4000+ with ease. And it didn't let you have your Battle Phase that turn, so that works, too. If you destroy 3+ monsters and inflict damage equal their combined attack, that will pretty much set someone so far back that they won't recover, or its game.
