Target 1 "Number 39: Utopia" you control with 2 Xyz MaterialsSpecial Summon from your Extra Deck 2 Xyz Monsters that are 1 or 2 Ranks higher than that monster you control. (These Special Summons are treated as an Xyz Summon.) Then, detach 2 Xyz Materials from that target, and if you do, attach 1 of them to each Special Summoned monster.

This must be how he got out Utopia Ray V and Utopia Ray Victory

So if I read correctly, you turn Hope's materials into Xyz upgrades and leave Hope on the field for a total of 3 in 1 monsters.

This is beatstick producer and nothing more IRL since there are no Utopia materials on the new CXyzs. Still, it's pretty dumb considering the shenagigans it can produce.

Er..

Turn that hope into a Volcasuras and a Number 19. Pop something with Volca, go into Gaia Dragon and Crystal Zero Lancer for game.

This is literally a 2 card combo for some decks.

Oh it... uhh.. oh... it's not restricted on what it can bring huh..... Yeah, it's way stupid as a card in many aspects then.

Nothing excusable about it.....

Obviously, it'd be restricted to Utopia Xyz if released. Because we're not exactly lacking those.

It's always been strongly indicated that Astral's full power is terrifyingly great (Vector himself said this after reviving Don Thousand). I'm not remotely surprised he's got cards like this, and I've long since given up really CARING about how much BS it really is. Utopia is Astral's ace card, and nothing is ever going to change that. It's not enough he has the advantage of all the Numbers and their anime effects vs Yuma's lack of Numbers.

Double-Rank-Up-Magic Hope Force

Normal Spell

Target 1 Rank 4 “Utopia” Monster you control, then detach 2 Xyz Materials from that target; Special Summon 1 Rank 5 “Number C39” Monster and 1 Rank 6 “Number 39” Monster from your Extra Deck, then attach 1 Xyz Material Detached from the target to each Special Summoned Monster. (These Special Summons are treated as Xyz Summons.)

Not even Yami Yugi brought out all his God Cards in a single turn during his Ceremonial Duel.

Yes, and despite that, I personally think Yugi and Atem's ceremonial duel was more appealing and iconic. They both worked off of mostly cards they previously had used, and their combos interacted in a way that was only really impressive against those X plays, with lots of known cards. Everything was epic like that. They sort of knew what the other one was trying to go for or thought they did, and whoever thought more outside the box would win.

Meanwhile Astral's Main Deck is mostly never-seen-before cards that can OTK without having to care for Yuma's plays. There's also the asspull issue.  Yuma and Astral were able to turn the last card in their deck that was deliberately placed there by the opponent into "I drew what I wanted despite not having it in the deck". Essentially cheating and disregarding the work of a strategy revolving around controlling a person's draw. Atem did draw what he wanted, but he still put all his thought into the deck-building part and a code along the lines of "what I placed here is what I abide with". He drew a full hand at the end with Yugi's Silent Magician combo and still had the guts to say "This Duel is yours".

When Yuma and Astral cheat, to me it feels akin to having them be like:
"Oh you are Torrential Tributing me.... hold on while I exchange this card in my hand for that Forbidden Lance in my Side Deck. I'm allowed to right?"

[/End of my fanatic rant]

It may be a fanatic rant, but it's also the truth IMO.

Hmm...

300px-EvolzarSolda-ORCS-EN-UR-1E.png300px-MagiMagiMagicianGal-WJMP-JP-UR.png

2 Level 6 Spellcaster-Type monsters
Once per turn: You can detach 1 Xyz Material from this card, then banish 1 card from your hand to activate 1 of these effects.
Target 1 monster your opponent controls; take control of it, until the End Phase.
● Target 1 monster in your opponent's Graveyard; Special Summon it to your side of the field.

Incredible.
