Cannot be Special Summoned, except by Ritual Summoning this card with “Oracle of the Herald”. You can send 1 Fairy-Type monster from your hand to the Graveyard; Activate one of the following effects:
● When the opponent activates an effect: Negate its activation, and if you do, destroy it.
● When the opponent would Special Summon a monster: negate that Special Summon, and if you do, destroy that monster.

Strict upgrade to Herald of Perfection apart from being Level 12. New Ritual is also meant to be unique in a sense, so let's hold on for that!

So in summary; you keep a half stocked hand (and we're going to soon be getting a lot more hand management cards what with promoting Pendulums), get this out in some way, and from then if your opponent summons anything...

Translation is iffy, but may PERMANENTLY gain those effects when you discard a fairy to activate it.

No, it costs a fairy discard each time. Because they have two different activation timings, but the same cost, they translated it like they did. However, it's not once-per-turn, or even "each effect once per turn".

 

But it's also a Level 12 Ritual (which is cool), and can only be used in Herald Decks. It also isn't much sturdier than actual Herald of Perfection (1800/2800 vs 2000/3000). It'll probably come down to whether players consider the upgrade to be worth twice the Summoning investment.

Yes, and I acknowledge the translation is weird. But I doubt it's a permanent effect gain, as opposed to two separate activation timings with the same cost.

I can't believe it took them 15 years to release a Level 12 Ritual. Everything else got a Level 12, or Rank 12 I guess, and only now are they doing it...by just turning an older card into something bigger.

There's no Rank 12 Xyz, bar 2 in the anime, soooo...

This card actually sucks really hard if you have to discard for each negation. Really, you're losing 12 levels of monsters (3-4 monsters, if you use up 2 you're probably running inconsistent crap, alternatively just Tribute another copy).

 

If you still have monsters after that, then you kinda do deserve a really annoying interaction-killer like this.

OR you can simply iuse Ritual Djinns in your Graveyard, and make this card even more broken.

... So you use an inconsistent engine that has nothing to do with the deck?

I mean, this card is horrible design, but there's no way to claim it's a gamebreaker because any way to summon it without negging yourself involves using an engine that doesn't help the consistency once you summon it.

Only really sounds decent as somethign to draw into after you have PErfect Herald and Saphira grind out the game on the board.
