So basically a permanent Breakthrough Skill that also works on Spell/Trap Cards. 

 

I suppose this can be good to shut down Continuous S/T cards (i.e. Pendulums) or some boss monster on the field, but note that unlike Fiendish, opponent can still hit you.

That, and opponent can still draw or get rid of the affected card.

 

Although, you can use it on your own stuff + net a draw for yourself.

There are probably a few things that can be done here; definitely for negating drawbacks.

 

One of them might be to negate any limiter effects on Pendulum Monsters you have (see Magicians and any really low/high Scale Pendulums) or something, so you can P-Summon things without restriction. There are some options you can do, but most of the time, you'll probably negate your opponent's cards (provided you don't mind them drawing afterwards).

Would be better as a quick-play rather than a normal spell for versatility. Helpful for the likes of Beast King Barbaros, getting out a 3k beater and a draw for free. Not much else to say.

I disagree, since then it could be activated at any time, chained to any card and permanently negate that card's effect. It would become an insane Breakthrough Skill.
