Wow. Straight insanity. As a BA player I see plenty of potential with this.

It was revealed almost at the start of the damn year.

Anyway, it's squamata for BA, and prevents them from self destructing with this on the field, so yeah. Instant 3x staple.

It's really that old? I just saw it on ORG a few days ago.

Either way, it looks pretty solid.

If Tour Guide was at 3, this and Dante spam would make Reasoning-less Infernoids possible, but I highly doubt that would happen.

Is there anything not meta that enjoys this?

Plant Synchro deck. You can get it back with Crane Crane then summon Meliae of the Trees. Get back Lone Fire or Pitch Spore/GUB.

Get TGU Scarmy in EP for Dante or Leviar play.

Near-instant BA staple. OCG doesn't need it as much however, as they still have triple Tour Guide to pull whatever from the deck, on top of the recent Beatrice.

TCG-side however, where TGU is limited, could use it very easily. And with Pendulums gaining more and more strength, Griefing is losing a lot of power both in the TCG and in the OCG as well. As of now though, the card does not yet exist in the TCG.

Tour Guide --> Rhino --> Dante, detach Rhino, Mill 3. is still a very powerful play as you don't have to worry about milling the BA you just detached, since you didn't detach one, allowing Rhino to further advance your plays. Mill Graff? Send Cir/Scarm and other variations. And the combo can just be reused with a Crane Crane if you fancy teching it.

If anything, the protection is just icing. It helps a lot if you have a Beatrice on the field, and also allows you to go into other Xyzs safely. But it isn't the important part of the effect.

Because Qliphorts have more than 1500 ATK

Mainly because of this yeah. And as mentioned above, CCV is @1, so it isn't as viable to use anyway, and its targets are lacking anyway, with them being only Rubic (1-of), Farfa (1-2 of) and Tour Guide (limited). Scarm too I guess, but Scarm rarely hits the field so it doesn't really count.

Either way, the virus only works as a turn 1 play, to stop  the pendulums before they happen, and you can't enter MP2 on Turn 1 so you can't even Downerd in the first place. The second the pendulum player gets a turn, the virus becomes dead if the Virus isn't immediately activated before they start making plays. Once they start making plays, the pendulums are out of the hand and will begin to float, turning the virus into a pesudo-raigeki. The risk just isn't worth it.

Basically, Griefing is good against everything non-pendulum, and Rhino is good against everything period. Its the superior choice. Both cards should be run in the deck, but if you have space isues (which you shouldn't unless you're trying to cram Back Jack in there too), then you go with Rhino instead.
