Toyo made the original card, I fixed up ocg and made this fullart.

2 Level 7 Monsters
During either player's turn, if this card has a Fusion, Synchro, Xyz, or Ritual Monster as Xyz Material(s): You can detach 1 one of those Xyz Materials from this card to target 1 monster on the field; that target is unaffected by card effects, and it cannot be destroyed by battle. These changes last until the end of your next turn. Once per turn, if this card is the only monster you control: You can target 1 card you control and 2 cards your opponent controls; return those targets to their owner's hands (if any targets were face-down, reveal them to both players). You cannot activate cards with the same name as cards returned by this effect or attack with monsters other than "Sovereign Star Dragon, Black Hole Dragon" the turn you use this effect.

So it's like a rank 7 Felgrand with slightly more restrictive activation requirements but a more effective effect, and which can double bounce stuff as well. Seems quite good really, the non-targeting non-destruction effect in particular given that's the one you're more likely to be able get off. The fact it's a Wyrm-type and its name includes the word Dragon twice doesn't make sense to me at all but apart from that I quite like it.

Not really a fan of the two dragons in the title, as it just looks like two different names slapped together. Looks weird overall, and sounds weird when you say it out loud. Dropping one of the "Dragon"s in the name would do the trick; preferably the first one because "Black Hole" as just a name doesn't work. So it would sound like "Sovereign Star, Black Hole Dragon".

Otherwise, it looks pretty solid. Its utility doesn't immediately outclass anything else from the R7 pool, while also maintaining its own niche that would convince you to choose it over those other options in those scenarios.

As for the card effect itself

Summoning
Fusion... Probably Odd-Eyes stuff?
Lots of options for Synchro into this, but not sure if it'd be worth it except for maybe pushing with a kill that's protected from everything.
Xyz would mean having to use that Xyz->Level thing, which is sort of fun but probably not worth it.
Ritual... Maybe the Odd-Eyes one? Is that 7? I forget, are there others that'd work with this?

Misc

Not sure why it's Wyrm-type and not Dragon-type, but that's more just flavor stuff.

It's neat, since it's Vulcan + Felgrand-esque effect, both of which are powerful/useful effects, and double bounce is nice.

The only issue is probably summoning this outside of like Odd-Eyes/L7 Sync-spammable decks?

As for the Orica part

Depth thing seems all entirely wrong and it's sort of off-putting and confusing.

Definitely not one of your best, to be blunt.

The fade on part of the effect text above the tail (or whatever it seems to be) just looks bad and makes already normally unreadable Orica-style text just seem messy and incongruent with the rest of it.

Also, the box seems to be just a mess in combination with the attempt for depth, because things aren't going ways they realistically would work, or at all (like with the tail somehow being in front of the box, going 'through' the box edge and out the back.

The different opacities for the various parts don't match up.

Right now, it seems like the effect box is pretty much just a window where the tail went below and behind to reappear in the back.

Some stuff I'd recommend:

Remove the fade from the edge of the wing-things and just have them go "over" the box itself instead of under it

Have the two main pincer things go behind the box and crop them off instead

Have the tail go over the edge of the box instead of weirdly just cutting it off and re-appearing

Perhaps have the edges of the pink curled hair strand thing go under/over respectively over the edge of the monster box?

(If it wasn't for the fact it'd cover so much effect text, have maybe legs for a render go over the monster box and a tail would go behind it, for extra depth, in general)

EDIT: Sorry, just realized I probably sound like a dick about the Orica stuff

^^"
