Also, where is this from?

Pri Para

I think this was actually one of the earlier episodes. It doesn't really matter, but that matters because there are already over 100 episodes of this show and I've only seen 63 (that's because that's as far as it was subbed so far, tho).

(also what in the world is pri para about anyway?)

Pri Para is about idol activities, or aikatsu, for short. The aikatsu thing is partly a joke because that's the name of another anime (Aikatsu!), but it's not wrong. The gist of it is that idol stuff happens. I'm going to describe both anime because they're actually really similar.

Idols perform and gain popular in the hope of becoming the top ranked idols (in Aikatsu!, there can only be one "top idol," but not in Pri Para). They're both kids anime and both have something like different idols wearing different brands, but Aikatsu! is more in depth about that sort of stuff and has more designers and stuff. Pri Para is a bit more silly. And why wouldn't one of them be? They're kids anime and kids really like that kind of stuff.

The "Aikatsu" in the title of Aikatsu! means what I said it does and doesn't carry any other meaning. Pri Para on the other hand, I don't really know if it actually means anything, but it's actually a place in the anime. It's where the idols of that, lets say "universe," do their aikatsu.
