Regardless, it's first effect is practically Upstart Goblin. Sure, you need to have no other monsters and have to Normal/Special Summon it, but it still boils down to an Upstart Goblin with legs. Even if you argue that is fine, there's still that effect that allows it to be added. Requiring less effort to use (just throw it in a Level/Rank 4 spam Deck). I'd say it's already plenty with the first effect. It just feels a little excessive with the second effect. However, you do require no other monsters to activate the first effect, so you'd need an empty field each of your turns to keep drawing. It is easy to add, but it's impeded by the requirement of no other monsters. Unless your Deck is capable of returning all your monsters or based on little to no field presence, I don't see much use coming out of this card. Maybe in PSY-Frame or Yosenju, but that's about it. Searchable yeah, but as you said, it requires to have no other monsters to draw.On the other hand that recycling effect can be a nice thing in Shiranuis, @1 maybe? It's a Upstart Goblin, but it will take either your Normal Summon or a summoning effect, and you must have your board clear of monsters for the card draw, so I don't see this card being abused from that. I do am more concerned about the other effect though: it is practically a free +1 that can be used as a discard or a Summon fodder, and to make a sudden comeback if you are on a losing position and have no monsters on the field, by picking this card up and Summoning it for the card draw. Plus, it is a Quick Effect, making it more difficult for the opponent to stop it through, let's say, D.D. Crow. Link to comment Share on other sites More sharing options...

On one hand, I wanted to make some turbo version that Pendulum Summoned it in multiples with ease every turn, draw cards, and maybe make it a main engine for heal/burn decks, but it has a hard OPT clause so it is a bit weak. Not worth setting up scales for a hard OPT there and coupling it with Sacred Crane or Star Drawing wouldn't do the trick because those have less synnergy with hearl-burn. On the other hand, the revival effect sounds a bit cheap. You can banish an extra Level 4 and you get an easy +1.Then again, it prevents the other effect from being used that turn, is a very tame Normal Summon, and when it comes to self-revival, I'm actually more comfortable with Snow White. It's all in all, not as powerful as it sounds, but at the same time it does sound pretty good.Oh, and a non-written card with great art? It's been a while. Solid.
