Being able to attack directly is fine. However, the ATK coupled with the reward for inflicting damage? No. Most low Level monsters that can attack directly don't have that much ATK. Now, you could argue that it's not that much ATK. However, the reward would be more balanced at a draw of 1 card. As is now, it seems like very little cost for a big reward (at least by comparison).

I was gonna say 2 cards immediately are a bit of a stretch, but a few ways you can work on it are:

 

Option A
-If it draws 1 card when it does battle damage. If you do this one, it doesn't need to draw ONLY when it attacks directly, but the direct attack out is still a nice bonus.

 

Option B
-If it draws 2 cards but if the cards are drawn during the End Phase of the turn in which it damaged.

 

Option C
-If it draws 1 card immediately from the direct attack, but then during your End Phase if it is still around, you draw another card if it did damage this turn. This would be a total of 2 but one of them delayed.

Either way, to be honest with you here, most of the samples we have in the game of effects like the one you are presenting in here are from the DM era (beginning  -  2004), with the exception of maybe the Watt archetype of the 5Ds era (around 2010). To say they are outdated is an understatement.

I also would take any day monsters that have a bonus effect after damage rather than the strategy of Toons (much bigger monsters that just direct attack).

I think something along these lines would be my favorite pick:
This card can attack your opponent directly. If it inflicts battle damage to your opponent: Draw 1 card. During the End Phase, if this face-up card inflicted battle damage to your opponent this turn: You can draw 1 card. If you draw a card(s) during your opponent's turn by this card's effect, you can draw 2 cards instead.

^ The last part is just for the challenge of making your opponent somehow attack this card and fail at it. I just thought it'd be a fun bonus to have.

I was thinking to conserve the effect of "draw 2 cards" while still being fair, you can keep the direct attack effect, make it draw 1 card if it inflicts battle damage, and +1 card draw if the opponent didn't control any monsters when it did. Although, Sleepy's suggestion is nice; well, except for the potential +4 it can give to you if you support the play with Battle Mania, Ojama Trio, Black Garden, etc. but it remains so situational that it should be fine.
