In the context of VRAINS format, this is basically getting used to return Pendulums to the hand for re-summoning if they're going to get blasted, considering the new changes. Other than that, not sure why else you'd use this except to re-trigger on-summon effects / stuff that explicitly require you to have Normal Summoned them. IDK, as much as I would say to let it target up to 2 monsters on either field (or make it a 1-for-1 thing), it'd still outclass Compulsory, but that's not seeing much play from what I've heard.

Reminds me of the card "Sound the Retreat!". What that card has over this one is that you could return up to five to your hand if you had a full field. And despite this being limited to 2, what this has over it is being able to use it on turn 1, rather than having to wait for your opponent's turn or your next turn. It may not sound all that fantastic at first; normally, you'd want to return your opponent's cards to their hand to mess with their plays. However, you could return stuff like Pendulum monsters after you've Summoned them and then set up Scales. Or re-using regular "once per turn" effects like XX-Saber Faultroll; Special Summon, return, and then Summon to Special Summon again (only example I have right now, but that's the basic idea).

It has little troll moves over Compulsory, mainly any control switching cards can do this instead of returning the controlled monster, and still let you recycle another monster of your own as a bonus rather than wasting the whole card in a single target. Kind of like how I sometimes use Mind Control and pop the controlled monster with Sky Iris/Metalfoes with IRL decks.

 

It is also worth reusing on-Summon effects (Monarchs or Breaker), reusing limited cards like Extra Deck monsters (like those pesky Xyzs that you only tech but run out of materials).

Or you could just use it to have your monsters escape a nuke of some sort like how anime Monster Recovery did. Or one of your Pendulums Summoned from the Extra Deck would go to your hand for future scale replacements.

Also, I love this one: Lift your Spell/Traps searched via Magical Hats, while Magical Hats recycles a FLIP effect.

 

None of these uses are super hype-inducing, but the card is an amusing toy to use IMO. It is one of those cards I'd make sure to get IRL because I am the type of player that just grabs whatever can give me interesting plays xD
