And this card isn't all THAT bad. He can return any card on the field, has a stable 1800 DEF, and gives other water monsters a boost. It has only half of Penguin Soldier's effect, and it's effect doesn't help it stay on the field longer. You basically have to keep this in defense unless it gets stronger.
