But if they unban Cobalt eagle they would have to unban Chaos Emperor Dragon. Because Cobalt Eagle is a Crystal beast, which is the best deck. So Chaos emperor dragon must be less bannable than cobalt eagle. CCV too.

Victory Dragon is probably the weakest even with OCG scooping rules, depending on what the rest of the list looks like, but ignoring it because it's weird, I'd probably go with Cathedral of Nobles. Its awesome ability is to... make Jar of Greed invisible.

Cathedral is basically Makyura in continuous spell form. That's understating its potential. Then again, you undoubtedly knew that.

 

I'd say Tsukuyomi is one of the weakest banned cards. I clearly understand how it presents a problem, but compared to most of the banned cards, it seems underintimidating. Magician of Faith is the runner up.

Makyura works when it's dumped, not when it's activated, and enables fun stuff like Chick OTK. Makyura's stronger.
