Disregard any support like Allure of Darkness and Icarus Attack because obviously the best deck doesn't run them.

evilhorus
Hmm while Raiza DOES work against Tengu, I still prefer Caius.

~British Soul~
both of these cards have their good and bad points Caius banishes with potential 1000 burn (and was a SD boss monster) Raiza can be used to force your opponent to reset that card, or can be used on pesky synchros so, i cannot determine which is better
wiithepeople
Sometimes, I have Caius remove itself simply to end games.
Ieyasu Tokugawa
3 of each is a must in a monarch deck. If it's not monarch, Caius is generally better, as it hits hard most of the time.

And I did say that if it's not Monarch Caius is better, unless you can abuse WIND or Winged Beast monsters.

Toffee.
Despite the fact I always want to run Raiza, Caius almost always ends up taking his place because he can be re-used with Birdman, and also be Tuned with Birdman for a permanent Brain Control. So IMO, Caius is more versatile. But of course, all the spikes disregard my opinion as I'm a scrub.
arkel
I would say Raiza. Lots of cards this format are useless if they can't go off, and having to re-draw them hurts your opponent quite a bit. That and obv the Tengu thing.
infinitysqrd
This is realy a matter of what deck type you use. Though Casius is good for getting rid of things, if your opponent draw that same monster while Raiza clears their field of low ATK monsters, you pretty much win especially if you get Raiaza out the first few turns. Sleepy
Raiza prevents your opponent's heart of the cards draw for the next few turns if the player stalks. I hate those damn lucky/cheating plays. Hmmmm.. its a matter of the situation. If your opponent has enough defensive tactics but very low LIfe, use Kaius and burn for game. If your opponent has enough Life but lacks a littke in defensive resources, use Raiza and make opponents waste Draw Phase. Under most other situations both of them work about equally.
