This card can only be activated during your opponent's turn when your Life Points are 1000 or less. Select 1 monster on your side of the field and send all other cards on the field and in their respective owner's hands to their respective Graveyards. After that, your opponent selects and Special Summons 1 monster from their Deck in face-up Attack Position and attacks your selected monster. (Any Battle Damage from this battle is treated as 0.) The player whose monster remains alone on the field at the End Phase of this turn wins the Duel. Any other case results in a DRAW.

Legacy of Darkness was a fun pack.

Umm, sorry if I don't understand but how would fossil dyna & any other ss stoppers work with this?

Those monsters would be removed from the field before the special summon from this card & I'm pretty sure you couldn't activate this anyways if you had them on the field to begin with even if you met the life point requirement.

Have always loved Yamata Dragon's artwork.

This was not possible to abuse when it was new iirc. It was only after Special Summon-stoppers started existing, that Konami had to decide between an instant win effect, or wreking Special Summons, and it's obviously better for the game to keep the control card, especially if they planned to explore a bit more on it.

This, Thousand-Eyes Restrict, Dark Magician of Chaos, is there any other cover cards that are actually banned?
