Well considering what Konami wants us to do in Battle Pack 2 (with the whole Tribute Monster duking it out theme), it'll make sense to put this in. Avoid losing to Shrinks and Rush Recklessly, weakening the opponent's monster by a fixed amount, so you have a shot at taking down bigger monsters, but your opponent still ends up not losing their monster if it's heavy and big enough to be out or reach anyways. Back in the day, I thanked that it didn't decrease it's full ATK from the opposing monster, like in the manga. Nowadays, I'd really like it to have it. Gaia? check Celtic? check BLS? check DMoC? check Landstar? check Summoned Skull? check Giant Soldier of Stone? check Hitotsumi Giant sort of is Cybernetic Cyclope true enough... I really really really want retrains of these then Konami: B. Hitotsumi Giant sort of is Cybernetic Cyclopean The trivia on the wikia says that Cybernetic Cyclopean is the cyber version of Hitotsumi Giant, though they have different stats so I wouldn't personally class it as a retrain.
