Also I am interested in how you can get 2 level 5's (Cydra can only ss itself once...), probably some other card from the structure.

The last effect has slightly different versions among sites.

Really, if the next Structure deck is Cyber Dragon-centric, and it's already off to a pretty cool start, it's just going to get better and better.
And by "better", I mean slightly ridiculous, given the nature of Cyber Dragon cards, and how they tend to utilize high ATK off little effort.
So yea, it has potential.

Wow, that's...pretty neat, actually. Level 5 Machines being the only requirement, though? Machines have a number of ways to make Rank 5s, even if some are a bit roundabout. There probably will be a card or two in the Deck that'll say "If you control a Cyber Dragon, you can increase this card's Level" or something.

And I'm dead serious; They Warning/Bottomless/Torrential/Dark Hole/Run-in-over-in-battle, you respond with a 3600 body out of thin air that noms on their non-Machines.
It's a beautiful play, if you think about it.

I just noticed the "Once per turn, during either player's turn: You can send 1 "Cyber Dragon" from your hand or your side of the field to the Graveyard; this card gains 2100 ATK. " lacks any sort of "Until the End Phase" clause.

2100 base ATK:
+3 originals from your Hand/side of the field
+2 through it's effect
+3 from Proto
+3 from Zwei
Potentially a max of: 25,200
Then lets take into account the fact this structure might include more This-card's-name-is-Cyber Dragon cards, so who really knows.

This pulling out Cyber End on destruction is pretty awesome as well. Got all excited when I thought of Ulti Ancient Gear and the XYZ troupe, but they can't be pulled out by this.

Man, this card is the nuts. Being able to get Cyber Twin after exhausting a 4200+ beater is the nuts.

Although, it has to die by a card effect. Not like you're going to be beating it in battle or anything, what with being able to revive Cyber Dragons that you can turn into +2100 permanent ATK.
