The discard cost is not a bad -1, and decks can often take advantage of it. As for the RUM use's -1, it's worth it depending on what you use it on, and some RUMs have effects of their own like Numeron Force's "negate everything". I personally like it. Even if a deck can take advantage of it the deck would still rather have that monster in your hand, if anything Id much rather run some more draw power than this.
