When this card is Normal Summoned: You can send 1 Level 4 or lower monster from your Deck to the Graveyard. When this card is destroyed by battle and sent to the Graveyard: You can draw 1 card.

Mill eff was buffed, considering most of the stuff you want to mill is under LV4, this is basically Foolish Burial on legs. On the other hand, though the draw effect is still there, one subtle change was made: It's now an optional effect instead of a mandatory one, meaning it CAN miss timing now. Overall, a nice buff to the card, making it playable while keeping the card faithful to the anime version. A nice move, for once.

Another mill card like this is perfect.

 

Instant Laval Chain shenanigans with Wulf.

Mathematician laughs at your inability to crunch numbers as well as he! He's not even Level 4!

 

OT: Foolish on legs is definitely interesting, and then you can draw a card off of this since it looks like you'd leave it sitting a lot of the time. I'm underestimating this card because I keep trying to think of consistent ways to immediately Rank 3 after NSing this, and the best one is Spell Striker. But then you won't draw a card.

You can't miss timing with destruction by battle.

 

I'm not sure on the ruling of this, but I believe there are certain situations that will make it miss the timing. I think if the effect of a monster activates when it destroys by battle (Jurrac Guaiba, let's say), then it might do in some cases. I will accept being told otherwise though.

 

Anyway, the card is really amazing and does remind me of a more concentrated Card Trooper in that you choose what to send. Trooper is still a 1900 that avoids Bottomless and its draw effect isn't restricted to battle. Also Trooper is still better in Dragon Ruler shenanigans. Still, an extremely useful card.

I don't think that's the case, since they're responding to a common trigger event. And effects like BLS activate at a different point anyway.

Though even if it does, that's A very rare scenario.

Destruction by battle effects can never cause one another to miss timing because destruction by battle can never fail to be the last thing to occur. The effects will trigger simultaneously and will be added to a chain by SEGOC created after destruction. See rulings like Mystic Tomato vs. Mystic Tomato and Peten vs. Peten.
