Arcade fighting games like this tend to start off that way in Japan for people to get a feel of it and get ported to console if they're popular enough, usually. If everyone hated it it might not get a port, though in this specific case it might've happened regardless since this is Pokemon and will still sell, so you never know. Libre Pikachu is neat and all, but I prefer normal Heihachu. Arcade fighters tend to always have 1-2 new characters in order to give people who played the arcade version an incentive to buy the console version.
