If Stardust Assault can negate something on the opponent's turn, actually, then you can still get it back.

 

But then, unless it is forced to activate a mandatory effect, the opponent should be smart enough to not activate anything during its turn. You most likely would have to negate a card of yours to keep Stardust Assault.

It's not even TCG legal, and I thought it was a prize card of some sort

I meant in Japan. It hasn't been released in the TCG. It's easily $200-500 depending on condition and grading. It was only available as part of a contest, part of a pre-order program and to certain magazine subscribers. Supposedly it will never be reprinted nor will it be printed in any language but Japanese.

(1) If your opponent controls a monster and you control none: You can Special Summon 1 Level 10 or lower monster that can't be Normal Summoned from your hand, ignoring the summoning conditions. A monster Special Summoned this way is unaffected by other card effects, and returns to the owner's Deck during the opponent's next End Phase. During this turn, you cannot Norma or Special Summon monsters and damage to your opponent is 0.

Ra cannot be SS'd but can be NS'd, so Bolt can't bring it out.

Hiraishin specifies that neither player can activate Spell Cards in Main 1. It does not specify their own Main 1.

 

Terminal World prevents Main 2 from even happening.

 

How are you activating a Quick-Play Spell in the enemy Main Phase? I'm not debating both players can Quick-play on your opponent's Draw, Standby, Battle, and End Phases.
