Well there's three Mew. I COULD have people give them abilities that don't matter I suppose but idk about that.

 

If it's 2 illuminate and 1 run away then that means the abilities don't cause arbitrarily luck-based circumstances, such as using Will-O-Wisp and then getting all physical attacks.

 

Also I wonder if Psychic will tilt games in favor of whoever gets more dark, bug, and ghost-type moves

Well it's all luck but hmm..That could possibly work. And doing so would allow for using all four moves? Cause when I checked in Custom Game what would happen is that when 16 are used then all of them are unusable and not only will they not Struggle but they would just...not do anything.
