Elemental HERO Fogman
lv 4 Wind
Warrior/Effect
When this card is summoned: you can Shuffle 4 "HERO" monsters from your graveyard into your deck, if you do: draw 2 cards. If you summoned a "HERO" monster this turn: you can Shuffle this card from your hand along with any number of cards from your hand into the Deck, then draw that same number of cards. You can only use 1 "Elemental HERO Fogman" effect per turn, and only once that turn.
ATK/0 DEF/2200

The idea with Fogman is to both recycle and apply new cards into your hand if your original hand doesn't seem suitable for the situation.

As Giga already mentioned, 2nd effect is effectively a recurring Magical Mallet of sorts (assuming you can get this card in hand again; or a copy thereof)

Make it a hard OPT, and require that you have HEROs on the field to trigger it [and/or have it on the field itself].

 

1st effect helps return stuff in the Graveyard, but I could see this for recycling Masked HEROs or stuff like that.

That being said, it's a bit counterproductive with Miracle Fusion things.

So yeah, nerf the 2nd effect so it doesn't become random Mallet things for whatever Deck you want to run this in; actually make it themed for HEROs.

First effect does it, but second screams for generic abuse.

"You can only activate one of "Elemental HERO Fogman" effects per turn and only once that turn."

Meaning that if you use the magical mallet effect you can't use it again on the same turn.

Edit: in addition for the shuffle effect I made it so you have to have a HERO monster summoned that turn for it to be activated. In addition fixed up the wording using text from Shadow Mist.

Yeah but in regards to the 1st effect you can ideally use it to return mostly "HERO" Fusion Monster after you played a few Blazeman and Shadow Mist to summon those E-HERO, V-HERO and M-HERO Fusions.

In turn providing the deck with a card which can support in either speed or hand set up.

Second effect overshadows the 1st one.
Sure, the Avarice-esque effect is cute and all, but.... HEROs having a +0 Magical Mallet in addition to the 9001 searching effects they have, it would be really damn hilarious for the fact that you'd have a much higher chance of opening with Miracle Fusion + others.
However, it's doomed to clog with the once-per-turn clause, so realistically you would only run like 1, MAYBE 2.
