Plus she had Reuniclous! And she's cute. She's probably my second favorite E4 but Phoebe was beaten by... Oh. By Drake. I always remember Koga being a real b**** to beat since back then I couldn't figure out Forretress' weakness and Crobat kept double-teaming. Koga's a really cool ninja, and it's cool he became an Elite Four member after being a Gym Leader in Gen I. As much as I like Drake, badass shirtless dragon user. I'm gonna vote the Water Jack Atlas; Siebold (Bonus points for using Gyarados) If I had to rank my top 3 (which is very close btw): 1. XD Alright I'll explain cause you only just found this one thread so it must be confusing. I did a "greatest E4" for each region, the winners are here. Lance, I decided, would fit better in the Champion Poll I did. (Where he lost 5-11 to Cynthia). Because he was, to me, more of a Champion than E4. My reasonings are many but can be summed up in. He was the top member of the E4 for most of the time. The only time someone was ahead of him was the one day where Blue was Champ (who lost and became a gym leader) and however short time Red was champion (as it's canon he didn't stay long).
