Let's try to fix the OCG, shall we?

(I'll disregard the spelling since US/British English have different ways of doing so)

 

You can Special Summon this card from your hand by targeting 1 Fairy-Type Monster you control. If you do, shuffle the targeted monster into the Deck, then draw 1 card. You can only control 1 "Peaceful Traveller".

 

To be honest, not sure what you can reasonably use this for in Fairy decks outside of Synchros.

You can still Normal Summon it, yes, but a bit iffy on why you'd want to shuffle a Fairy into the Deck; other than to re-trigger on-summon effects or the like. 

 

Suppose you can also use this to bounce a weakened Fairy off the field, replace it and draw a new card, so there's something.

 

Personally, I would reword the effect like so:

 

If this card is in your hand: You can target 1 Fairy-Type monster you control; shuffle it into the Deck, and if you do, Special Summon this card, then draw 1 card.

(Last part is fine)

 

It accomplishes the same function that you originally intended, but just easier to understand.

Actually, I'm gonna have to disagree with the wording correction....

Targeting is an action in this game that implies you are about to resolve an effect using said target, so you need that to be structured with a semi-colon.

Or if you want to have the Summoning condition to be a Summoning condition like Cyber Dragon's rather than an effect like that of Dragon Rulers, then you have to stick to the first sentence having nothing but the summoning there and THEN one you finished that line you go ahead and activate something upon Summon. However, if you are gonna target as a condition before this card even touches the field, then I guess it cannot be a non-effect Summon condition, so as an effect I'd word it along the lines of:

 

You can target 1 face-up Fairy-Type monster you control; Special Summon this card from your hand, and if you do, shuffle the target into the Deck, then draw 1 card. You can only control 1 "Peaceful Traveler".

 

Other small details:

one = 1 (numbers written in number form when you are not saying "a/an").

Deck is always capitalized.
the word monster is NOT normally capitalized. There are some exceptions like "Monster Zone" or when you are expressing the mechanic it belongs to like Synchro Monster, Xyz Monster, Normal Monster, etc..... but for general use it isn't.

Other than the grammar, now about the card itself:

It is a pretty solid card to have. It being Normal Summonable is a big plus. I can totally see Konami would be stingy and make this card a nomi if it existed xD
I like how it is flexible enough as a Level 4 (Summoner Monk and old school battle floaters like Giant Rat, among other things) with no restrictions on the Summon.

 

It also would be pretty proficient at reinforcing both Fairy-Types and Synchros.

The best combo that comes to mind is:

Play Agent of Creation Venus, pay your usual 1500 for the Shine Balls, now you return a Shine Ball to Summon your Peaceful Traveler and draw a card, and recovering that Shine Ball will merely cost you another 500 points.

 

After that if you happen to have another Peaceful Traveler in hand, you just need to repeat that combo. You'll have 3 to 4 good Extra Deck monsters on the field at the cost of just Venus alone, shrinking your deck a good amount, increasing consistency of future draws that way, and since the Travelers replace themselves with that draw, the card is essentially free.

 

I consider it a balancing move to have it be EARTH, because it loses the tiniest amount of potential support that way that otherwise would even feed Chaos decks or LIGHT plays like Honest and such.

Just noticed this thread and Sleepy beat me with the OCG fix xD

Yeah, this card looks good overall, and would be amazing on Agents where you can just swap a Shine Ball for this + a card draw. A hard OPT clause (You can only use this effect of X once per turn) may be desirable for limiting this card's abusability along Venus and 2+ copies.

 

And when Venus is not around, this basically can swap whatever Fairy you currently control with a card draw, which is a 1-for-1 exchange, while Special Summoning itself, leaving your Normal Summon available so you can drop a non-Tuner normally and go for a Synchro.
