Just remove the last Special Summon clause, then it's fine. But in that regard, does the Extra Deck also have the different name restriction or you can SS another copy of this? As for the card, the Pendulum effect is basically a mini Monster Reborn; suppose you can use this as a Metalfoes tech of something if you can't P-Summon it yourself. That in mind, I would put a hard OPT on it. Otherwise, it's fine. Monster effect is pretty much a less costly Cosmic Cyclone (well, if you want to consider a discard as a lesser cost; given Graveyard triggers). Scale is a bit awkward though; wouldn't use it in Metalfoes and looking at the other Psychic decks, not sure what else can use this (unless you're fine with this as the upper bar). The water attribute is pretty nice, and makes it unique, while the effect itself is kinda helpful given how needed some psychics are. Would be better if you made it banished too, because psychics love banishing. An LP manipulation effect would be better than a discard effect, in my humble opinion, because that fits Psychics more, and that's what you seem to be going for. This, of course, is not considering any combos you had in mind, or if it's supposed to set up its own reborn. The reason I say this anyway is because Eccentrick destroys Spells/Traps too, while not needing you to discard, and Twin Twisters gets you plenty of bang for your buck. Also scale 4 is garbage. Since this is probably unintentional but still a bit confusing I suggest you fix this.I dunno about underwhelming, it seems to be strong enough.... maybe not for the meta, but for a psychic deck or you'd even be able to splash it in kozmos, for example.
