Because as I see it, although it is technically not really something you want to look at while in public it is at the end of the day just another bodily function. Think of it as one step closer to breaking one of the less important norms of society.

And hence, you have an issue with the social construct that has left sex and nudity being essentially taboo issues. Which is expected given the general opposition to nudity you see within America and the American media (And the fact you framed public nudity as being worse than the public committal of a sexual act). However a lot of Europe is a lot more open a loose when it comes to sex and nudity than the US (Like Amsterdam's famous red light district), so this law isn't that shocking.

The average mentally healthy individual is not usually inclined to masturbate in public, usually those that are mentally ill and are prone to engaging in socially unacceptable acts. I beg to differ. Have you heard of the term "sex sells", its origins are from U.S. advertising which is far from prudish. Fast food adverts even capitalize on this.... Not that I care about this but it is worth pointing out. Even children are being influenced by the media to try to act and look more like an adult. There was a documentary on this, i suppose i can dig it up. It has more to do with marketing ploys however.

it's actually genius. you can't be arrested, but if i read that correctly, you can still be fined, it's essentially the state telling you to pay up to get your rocks off in public. keeps the prisons a lot clearer, and gets the state more money regardless. if you've got the cash, you can fap till your heart's content, but i'd assume broke folk will still get no leniency if they can't pay up.
