It would be pretty fun to steal your opponent's backrow and stuff with this, but unless it's a Counter Trap or something that can be chained, you're basically losing a card for nothing (unless you trigger off the Graveyard or something; see BAs and whatever else does this). Iffy on how useful a face-down monster will be to you, but suppose it can be Tribute fodder or something at worst. 

 

Assuming Quaking is still good (as far as TCG users are concerned), suppose you can steal one of the monsters affected by it, so there's that.

Nice how it's not just limited to monsters, but allowing you to take Set Spell/Trap cards, too. Repurposing cards like Call of the Haunted and Solemn Notice just to name a few examples. Or just interrupting some of your opponent's potential plays. And being a Normal Trap Card, it should be fine. I'd be a little more weary if this were a Spell Card. As it is now, I'd say it's fine balance-wise, and amusing to use regardless.

Sounds pretty nice that you can diminish your opponent's advantage if you happen to use Book of Eclipse.

Even better that it's a Trap because you can just steal backrow before it gets the chance to chain out of it if you time it right.

 

The discard should be a non-issue for the most part.

The most important thing is that the steal is permanent.

The discard is a good balancing factor there, since stealing a card is inherently a +1, so this turns it into a +0. And yeah, the control being permanent and being able to also take Set Spell/Traps are cool perks. I like how it would have an edge against decks like Subterrors, Ghostricks and maybe Shaddolls; playing it along Set effects would be funny, too. Really tempted to making it a Counter Trap as Sakura mentioned.

 

 

EDIT:

Actually, mechanic-wise you cannot take control of Spell/Traps;  such mechanic only applies on monsters. So, you will have to split the effect in:

 

Discard 1 card and target 1 Set card your opponent controls; apply the appropriate effect depending on the card type (Monster, or Spell/Trap) of the targeted card.

• Monster: Take control of it.

• Spell/Trap Card: Set it to your field.
