You can only use the 1st and 2nd effects of this card’s name once per turn each.
(1) (Quick Effect): You can detach 2 materials from this card; Special Summon 1 “Number” monster that has a number between “1” and “100” (inclusive) in its name from your Extra Deck. (This is treated as an Xyz Summon.) During the turn you activate this effect, you cannot Special Summon monsters from the Extra Deck, except Xyz Monsters, also your other monsters cannot attack directly.
(2) When an opponent’s monster declares an attack: You can change its ATK to 0.

 

SD42-JPP05 Hyper-Rank-Up-Magic – Utopia Force (Hyper-Rank-Up-Magic Hope Force)
Normal Spell Card
You can only use the 1st and 2nd effects of this card’s name once per turn each.
(1) Target 1 Rank 9 or lower “Utopia” monster you control; Special Summon 1 Rank 10 or higher “Utopia” or “Utopic” Xyz Monster from your Extra Deck, by using that monster you control as material. (This is treated as an Xyz Summon. Transfer its materials to the Summoned monster.)
(2) If an Xyz Monster(s) is Special Summoned by a Rank 10 or higher “Utopia” or “Utopic” Xyz Monster’s effect, and this card is in your GY: You can target 1 of those Summoned monsters; attach this card to it as material.

 

SD42-JP021 ZEXAL Field
Field Spell Card
You can only use the 2nd effect of this card’s name once per turn.
(1) Your opponent cannot activate cards or effects in response to the activation of your cards and effects that target an Xyz Monster(s) you control.
(2) If an Xyz Monster(s) is Special Summoned to your field: You can target 1 of them; attach 1 Xyz Monster from your Extra Deck or GY to it as material.
(3) During your Draw Phase, before you draw: You can place 1 “Shining Draw” from your Deck on the top of the Deck.

I guess this means Utopia decks finally have access to all other numbers between 1 and 100, including their Chaos forms (given that Utopia Dragner should be able to Summon those as well, while ZEXAL Field can attach their original form).

The best targets would probably be NumberC: 65 (with ZEXAL Field) for a full monster shutdown, Number 100: Numeron Dragon for 13k ATK or more, Number 97: Draglubion for a 21k Numeron Dragon, Number 38: Hope Harbinger Dragon Titanic Galaxy, Number 23: Lancelot, Dark Knight of the Underworld, Number 6: Chronomaly Atlandis for a lot of ATK or really anything else that comes to mind.

Also with Hyper-Rank-Up-Magic – Utopia Force Utopia decks finally have access to Number XX: Utopic Dark Infinity.

I mean you can still summon them the regular way, all this means is that Utopia can finally properly access the other numbers (unlike Number 93: Utopia Kaiser, which does not even allow any Rank-Ups afterwards) and thus Utopia decks are very customizable, given that the number pool includes almost anything from banishing targets from the opponent's Extra Deck, to negations, to (a) floodgate(s) (like NumberC: 65) and just generally large beaters (most notably Number 100:  Numeron Dragon).

What I really like about this new support is also the fact that Utopia Dragner does not work at full potential without either the Hyper-Rank-Up-Magic or ZEXAL Field, as well as the restriction to Xyz monsters for the full turn, at the very least this means that it will not just end up in a random deck just throwing in Number 39: Utopia Double.

With Utopia Dragner you can summon Number 97: Draglubion, then, use Draglubion to summon Number 100: Numeron Dragon for Numeron Dragon to have a total of 21000 ATK with its effect.
