Victor believed in the theory Marcus told him in that you kill William, you kill the whole lycan race. As the first of the second generation lycans, Lucian doesn't apply to this. The only thing I don't get is that more than 20 years had passed after Williams capture and Lucian's birth, which means for more than 20 years Victor did not even believe the 2nd generation lycans were possible. As far as Victor was concerned, the 1st generation lycans were so mindless that they'd kill anyone and everyone around them, including their own species. In the Underworld 3 book, he was an experienced military commander LONG before Marcus turned him to vampire. He knew quite well of the lycans' fighting style, but he never planned on a strategy of fighting hundreds of lycans all at once because he didn't think an attack of that scale is possible. Since Victor was already a vampire elder by the time he converted Selene, a lot of people feel that is why she is much stronger than the avg vampire warrior.
