White Void
So I've always liked the Toon archetype and I got around to thinking that Toons may actually have decent-ish potential to finally not suck completely with the most recent banlist. With Heavy Storm gone, Toon World is safer than before and only has MST to worry about in terms of being destroyed(Card Guard or Magic Reflector or something could remedy this). Royal Decree at 3 actually helps Toons magnificently since there are no traps that they really need to use anyway and it gives protection for them to attack. Toon Mermaid is an easy special summon that can be used for synchroes (Toon Mermaid + Any Level 4 Tuner = Stardust) and is recycleable tribute fodder for other toons with Salvage. They have their own RotA that works for the entire archetype at 3 in Toon Table of Contents. Iunno, they seem like they could almost perform decently finally. Discuss Toons in this general. GenzoTheHarpist
They're still awful. Less things killing them doesn't give them any more of a coherent way to win.
The Dark Megacyber
Well, i don't really think toon will have success in this meta. There still are better choices than toons, and they are not so easy to get as before only the guys who had them since the pegasus starter was released could run them (like me)
White Void
The only thing I really see stopping them from getting anywhere is the lack of a proper draw engine and they're too slow due to the no attack on summon clause, with the removal of that clause I feel they'd have the potential to be at least a decent functioning deck this format. With Heavy finally gone, I could see a couple of more spell and trap oriented deck builds being experimented with. Nothing major but I can see them going from completely unstable to a slow deck that can actually perform casually now at the very least.
Mehmani
They need some major support. I always liked them as an archetype and built them once. Too damn slow.
GenzoTheHarpist
They don't really have a win condition (or at least, not one that works).
burnpsy
They only work with Skill Drain. Even then, they suck.

Sleepy
I use a Deck with Toon Mermaids as a Synchro Engine, They Special Summon themselves, they are easy to search, they are easy to recycle. Its better than it sounds/looks. Deep Sea Diva brings Deep Sea Diva. Toon Mermaid + Inferno Reckless at times your opponent has a monster you know there aren't any copies of.= 2 Level 6 Synchros. Or Toon Dark Magician Gir/Toon Summoned Skulll to make Stardust. Dandylion, Plaguespreader, Sangan and Spore also help. Not sure of how much of a chance they really have in meta, but try and test it to see what happens.
Azuh
Just the fact that they aren't as splashable as what Unions are, its hard to build a deck around them. Like Spirits, (even though Konami gave them some support) Toons need a HELL of a lot of support and I don't see why they're not doing so
byak
they should get... Tooners. Seriously though, they're terrible.

Flame Dragon
Konami needs to focus on supporting their old archetypes as opposed to making new ones. This archetype needing a lot, but with them recently doing so Toons might get lucky and get some.

Tronta
what i've been trying is toon spellcasters. gemini and masked generate advantage while dmg is easily the best toon and beats down hard. then they get all the spellcaster support, like village, circle (meh) and exemplar. sounds decent. the problem? well it isn't heavy storm. that was the least of my worries. i mean, terrific that the deck had a one card achilles heel, but the real problem was just how f***ing slow it was. no attacking on the same turn, dmg can only be special'd with toon world out, so many dead draws, ugh. if they had support, like toon kingdom or comic hand, it would be better. just still slow. Mr. Judgment Dragon
Toon Table of Contents is fantastic support. The problem is that what it's supporting is just terrible.
Zauls
Well, the only place I've seen Toon support run is Toon Table + RML + BETD + Trade-In. As you see, this is part of the Dragon draw engine. Apart from that, Toons absolutely suck. I dueled a guy at locals once who ran Toons, back when I was a complete n00b, and I thought they were good, but looking back, they were horrible.
