Seems a bit gimmicky. Especially for those that don't deserve it.

OT: Negate an Upstart Goblin for massive lulz.

Really OT: Card is amazing in Chance Format. It really has the opportunity to shine through amongst other S/T Hate/Removal, like Night Beam and the sorts.

99,999,999 points is impossible to achieve for those who don't deserve it.

OT: Anything that can negate a S/T card is a good staple, imo. Though if MTG crossed over and a card parallel to [url="http://gatherer.wizards.com/pages/card/Details.aspx?multiverseid=227227"]Jace's Erasure[/url] exists, then you're in for a rough time.

Though usually Starlight Road is used for the same purpose as a Solemn Judgment... to stop you from losing a ton of advantage. Judgment does have more uses, but I'm just speaking generally.

Because at the time, we only had Judgment as our game-breaker Counter-Trap.
Then this came along.
3x Judgment + 3x This, was amazing in every deck it was in.

Actually, the math nowadays is closer to about... 43%, but it is silly to assume that 50% of someone's deck has cards that you actually want to play from the Graveyard. The only exception being Chaos Dragons, and certain under-meta decks.

Very well made card.
You get to negate either Spell or Trap Cards, but your opponent gains back that card advantage, which in my opinion, makes this justified as to why it negates more than just Spells or just Traps. You get to ruin your opponent's play if you use it on the right card, and gives you a fair number of choices. That should be more than enough.

Lastly, it's "your opponent draws" clause is nice for the game, as the traditional "discard 1" help eliminate resources faster, and too many cards that do so would just get people into top deck mode pretty early, while giving a bit to your opponent helps keeping players with a decent amount of resources, and in short helping it still be a bit more of a "strategy" game.

IMO any deck can benefit from mills, with exceptions such as HERO variants that run less than 10 monsters and a bunch of spells.
(that's why something like Iron Chain Dragon is trash)

not saying every deck should run a mill engine obviously

Most every deck can benefit from mill, I'm just saying that only 43% of cards will be any good in the grave.
