(This card's name is always treated as "Elemental HERO Neos").
You can also Fusion Summon this card by shuffling the Fusion Materials you control into your Deck. You can Tribute this card (Quick Effect): Special Summon 1 Fusion Monster that lists "Elemental HERO Neos" as a Fusion Material from your Extra Deck to the Extra Monster Zone, ignoring their Summoning conditions. While this card is in your GY, if a face-up Fusion Monster you control that lists "Elemental HERO" Neos as a Fusion Material leaves the field: You can Special Summon this card. You can only use each effect of "Elemental HERO Omneos" once per turn.

Because what wouldn't improve Neo-Spacians than giving them their very own Raye?

Make a new "Neos" Contact Fusion using Neos and any combination of 2 Neo-Specians that you prefer, in the same manner as Magma Neos, Storm Neos, and Chaos Neos.

It was a bit challenging as I know barely nothing of this archetype, but, after some research, this is what I came up with:

When this card is Fusion Summoned, apply one of the following effect according to the number of monster used to summon this card:

3+: Add one  "The Agent" card or one "The Sanctuary In The Sky" from your deck to your hand.

5+: Destroy a number of cards on the field up to the difference of your and your opponent's LP divided by 1000 (rounded up).

7+: Gain LP equal to the number of "The Agent" and "Mystic Shining Ball" monsters in your graveyard x100.

This card gains ATK equal to the difference between your and your opponent's LP.

(This card is always treated as a "The Agent" monster).

 

Welp, it might be bad, but it (kinda) works with the archetype it is meant for.

This card gains 400 Atk and Def for every "Tindangle" card on the field with different names. When this card is destroyed, shuffle cards into the deck from your graveyard up to the number of "Tindangle" cards in the graveyard with different names.

A contact fusion with 3 oddly specific materials that wouldn't ever be found in the same deck that is worth al the effort to put it out

This card is also treated as both an “Elemental HERO” monster and as a “Galaxy-Eyes” monster. Gains 200 ATK for every “Blue-Eyes”, “Galaxy-Eyes”, and “Elemental HERO” monster in either player’s GY. Once per turn, during your Main Phase 1, you can banish 1 “Blue-Eyes”, “Galaxy-Eyes”, or “Elemental HERO” monster from your GY: This card becomes unaffected by card effects until your next Standby Phase, also your opponent cannot activate cards or effects in response to a battle involving this card. If this card inflicts battle damage to your opponent, you can target 1 non-Effect Fusion monster in your Graveyard or that is banished: Special Summon that target; also, if the Summoned monster is Level 7 or lower, increase its ATK by half its original ATK.

 

Make a good target for this guy to revive.
