Level 8/WIND/Machine/Effect
You can only use this card name’s 1st effect once per turn.
(1) You can discard this card; activate 1 of these effects.
● Add 1 non-WIND “Roid” monster from your Deck to your hand.
● This turn, the activation of your cards and effects that include an effect that Fusion Summons a Fusion Monster cannot be negated, also your opponent cannot activate cards or effects when a monster is Fusion Summoned this way.
(2) Once per turn, if this card is in your GY: You can make this card in the GY become a Dragon monster until the end of this turn.

At this point I am unsure if this is actually Cyberdark support.

Sure Declaration of Rebirth is used by Zane/Syrus to support Cyberdark Dragon (in the anime) and so is Dragonroid, however Declaration of Rebirth is (as also mentioned by Thomas★Zero) more of a collector/nostalgia card, rather than something helping Cyberdark, given that Cyberdarkness Dragon can also equip Machine monsters, the low-level Cyberdarks have Claw and Cannon available and Cyberdark End Dragon does not even care about Types, so it has practially no synergy.

 

As for Dragonroid ... the searching effect is actually decent, sadly there is currently (apart from Expressroid, which is still a stretch) not a single decent target and the graveyard effect to turn into a Dragon is hilarious if one can get something out of it, despite that it is still inferior to just equiping Claw/Cannon (especially Claw if one takes N'tss into consideration).

Mixeroid is the same, it prevents you from SS non-WIND roids, though I suppose it's ironic as both cards are WIND themselves.
